If I were to go about it I'd lean more towards the idea of sanitized Octarians blindly obeying whatever leader gets a hold of them. A leader or overly ambitious evil douche schnozzel might be able to relay commands via the somewhat autonomous Dedf1sh. After all, sanitized Octarians are much more likely to follow orders and do so without question.
